If you have selected a skin with design size the same as the Windows display resolution and it still appears too large, you probably have scaling turned on in Windows. For example, in Windows 10 under Display Settings, there's a slider bar labeled "Change the size of text, apps....X percent". If this value is not 100%, you are actually running a display size not the same size as the display resolution under Advanced display settings. So, you can do 1 of 2 things:
1) Change the slider mentioned above to 100%
2) Go to TouchJams Options/Display/Skin, look for the Windows Screen Resolution value, and select a skin which matches this. If you can't find the Windows Screen Resolution, you're most likely running an older version of TouchJams and should upgrade.
